compaq presario 2100 notebook
1.60 ghz celeron
1gb ram maximum-says crucial.com
System properties and the bios says it has 192mb. But system information and the chip itself says it's 256mb. is there anyway to fix it?

How much memory does your video card claim to have? 64? You'll find that's the missing 64 from your RAM.
That's a trick highly utilised by laptop & corporate-desktop manufacturers.

Blame the onboard video!
Look in the BIOS settings. Occasionally you will find an option which dictates how much RAM the video card steals.
If you don't plan on doing any 3D stuff or games on the laptop, then you could realistically set this very low and not notice any difference.
