Every time I dial-up I always get 26.4Kb. But on my other computer I get around 35-40Kb every time. Both are using the same ISP.

Have you anything else coming of the same line? I hear if you have phones, Sky/cable (with their own modem) it can be detrimental to your connection. Maybe it matters whereabouts they are? For instance if your line comes in then goes to a phone, then to your good PC then another phone then upstairs to your shit one maybe this will effect it?

This is from the same phone line yes? Same port in the wall yes? Same number of devices plugged into the line at when each computer attempts its call yes? You've tried using the same actual cable from the phone port to the modem in both computers yes?
If you answered no to any of those questions, that could be your problem.
Failing that, time to familiarise yourself with modem AT codes. It's probably a few setting differences between the AT codes in your modems drivers and the ISP's AT codes, so try changing the settings for different forms of compression & flow control etc until you find something that works.

It's connected straight to the line. Nothing else is on it.
I tried it with the same line as was in the other. Then tried it on another line with nothing else on it and still 26.4Kb.

I hate to say it but go down to the local nursery and get some soil, a pot and some lawn seeds.
Now get a comfy chair and some water, okay now call telstra and tell them about the problem, suggest to them that you would like your line checked.
Now watch the grass grow.
Eventually someone from telstra may call you back and let you know that nothing is wrong, at this point you can invariably connect at higher rates.
Dont ask how it works, it is the nature of the beast.

in that case, check all the modem and dialup settings on each comp.
are they both running the same OS?

Dude, it would really help us help you if you gave us some more info on your system. This info should include your OS, system specs, modem type (hardware or software? or internal or external?), modem driver version, length of cords from modem to phone sockets, number and types of other devices (phones, faxes, etc) sharing the line, etc.
Any troubleshoot is a process of elimination, but having a bit more info helps us to point you in the right direction alot quicker. Have you read the "Read Me" post at the top of this forum? I suggest reading it sometime soon. It will help you to help us to help you. :D
That said, when you say "line", I take it you mean "outlet" or "socket". The line is what comes into the house, and that line will have one or more outlets on it. Do you have a second line (i.e. a second phone number) coming into the house with its own outlet/s? People can throw suggestions at you 'til the cows come home, but like I said, it would save everyone alot of time and yourself a lot of effort if you gave us a comprehensive breakdown of your computers/physical connection setup.

I spent a couple of hours with her going over everything again and double checking it all. She'd had a MOLDS test done on the line, had a technician out to check the outlets, replaced all the cords, the works. Still couldn't find the source of the problem. In the end, it was the modem itself. It was a 56k hardware modem that one day just decided it didn't want to connect at a decent speed anymore. As soon as she replaced it, problem solved. Muchos speedos.
However, I would not recommend going out and just purchasing a new modem. God knows I've seen customers do this enough times and it didn't fix the problem.
Although I get the feeling that in this case, it will. :D
