NYE ad on channel 9

i just saw an ad for said event. and part of the attractions are that they'll "have cameras everywhere". maybe i'm just paranoid, but the voice-over seemed to go slightly more...um.. sinister at that point. are they carrying a subtle message to all would-be wrong-doers? or is this just fun and i'm missing something?
