I've heard of the abandoned ship thing, don't know if it's true though. As for doing what you want, I think it's tricky. I know that the US has decided it's ok for themselves to seize drugs in international waters if they find them.

I think there's something called 'international maritime law' which all vessels are subject to, and which covers salvage, amongst other things. I can't be assed checking though.

There are two sets of laws covering the seas Admiralty Law and Maritime Law, each covers different areas. As far as salvaging vessels I believe you have to get permission from the vessels insurer, owner, and country of registry.

Would it be legal to setup a barge in the middle of International waters to cultivate & manufacture drugs so long as you dont export them to other nations ?

If the barge carrying the contraband was travelling faster than the speed of light through Internation Waters would the toilet flush clockwise or anti-clockwise?
