Degrees are a good start, but all the people I've worked at in this have surrounded themselves with friends they can do free work with.

Contributing to niche websites, little glossy street publications, making friends with writers and editors, anything to build your portfolio, develop your style, and start to develop a name.

Design competitions are also good. It really depends on your medium. There are really different options depending if you're into digital, print or something else. Think big, cross your designs with other stuff you're interested in, like clothes, skate/snow boards, trainers, whatever.
