Smart guys start businesses. Then make buddies with dumb presidents, and get rich off of illegal federally aquired tax dollars. (Theres a big debate that federal taxation of citizen income is illegal, based on jurisdiction. According to the way the US government was formed, the STATES are the only ones with jurisdiction to tax its citizens, but thats another whole topic)

If your judgement on someone's intelligence is based on their ability to read a teleprompter out loud and walk and speak well, wouldn't hawking have the intelligence of a worm in the mud? As far as I can tell, he can do none of those tasks.

115 would put him above nornal(I won't say average in this context), I'd not think him to be above normal, normal ranges from the low 80s to about 110, people in many of the areas that voted for him score around the low to mid 80s on average, I'd imagin Bush himself might just reach the mid 90s & this would give him that slight edge over these people.
