I've attached my take. I built it on holster's excellent face lift. This is about the best I can do with such a poor quality (I mean digital quality) image. An original with at least triple the dimensions and without the horrible JPEG compression artifacts would yield ever so much better results.

I've taken druid's last edit and tried to focus on removing blemishes from the image as much as possible. Click for full file size.

300 dpi should be enough. Without knowing the scanning program it's hard to say what settings you need to change but I'd say that picture is far from 300 dpi. If I create a 300 dpi image in Photoshop that's 10x7 cm the resolution comes at 1181x827 pixels. I don't know the original dimensions but your resolution might be around 150 dpi.
One thing you should definitely look into are the quality settings. It looks like it was saved as a JPEG and compressed to hell. Jpgs are fine but the quality should be set to maximum. Now there's a lot of LEGO blocks around the image and they are very large. Another thing that might affect the outcome is that some scanning programs let you scan as a halftone or some other settings that can dramatically produce crap in the image if the method does not fit the original.

That is a nice idea and I'm sure everyone here is willing to do the best to get this cleaned.
