My game would have clues and spots revealing codes to other games that when the various binary parts attached but hidden are combined, would allow you to install a protocol and software that is twenty years in advance.

Your problem then as game player is to suss this all out and get also trained eventually to have the responsibility and persona to keep it a secret to join the club.
